Replace argo.ttl

Argo_ttl_file_update into main

In this new turtle file:

  • added ArgoPy and STAC services
  • changed automatic numbering by more explicit namings => correction of a few mis-assigned operation/service that showed up this way, etc.
  • add RORs, add Euro-Argo organisation
  • add measuredVariables
  • licensing completion
  • spatial coverage completion

A few elements are still necessitating fine-tuning. Look for "# DD" in the turtle file. We can discuss these points in an online meeting.
